Selection of members for the Corruption Prevention Advisory Board under the reformed Malaysian Commission on Anti-Corruption (MCAC) must not be based on political beliefs, Integrity Institute Malaysia (IIM) said today.
"I don’t think a person’s political stand should be used as a criteria for the selection," said IIM president Datuk Dr Mohd Tap Salleh.
Speaking to reporters after delivering a talk on the second day of the two-day Asean Integrity Dialogue 2008 here, Mohd Tap said the main factors that should be taken into consideration in the selection procees is that the person should be of highest integrity, exemplary in behaviour, qualified and held in high esteem by the public.
In welcoming Prime Minister Datuk Seri Abdullah Ahmad Badawi’s announcement on Monday on the reformation of the Anti-Corruption Agency (ACA) to MCAC, Mohd Tap said the move showed the government was very serious in combating corruption.
"It also shows that the government is being very transparent and this would improve the public and international community’s perception on our country in their efforts in fighting corruption," said Mohd Tap.
He said the step would also increase the country’s competitiveness and will attract more foreign direct investments.
Mohd Tap said the impact of the reformation to the ACA would definitely bring a positive impact, in terms of the country’s standing on the Corruption Perception Index (CPI).
He said in 2007 the country was ranked 43rd on the CPI and it would move up with the latest move by the government to combat corruption.
In his talk, titled the Best Practices in Managing Integrity, Mohd Tap said the National Integrity Plan has set five immediate tasks on integrity:
> effectively reduce corruption, malpractices and abuse of power;
> increase efficiency of the public delivery system and overcome bureaucratic red tape;
> enhance corporate governance and business ethics;
> strengthen the family institution; and
> Improve the quality of life and people’s well-being.
